From Yume 2kki.
When you turn the area you find the bike in, into what looks like autum, you can enter a house (The keyhole door place) and inside there's one of these. If you go up to the window and press up once more you'll be taken to a whole area FILLED with these things, pretty much dancing around.
When you interact with them they bark.
The details I got from them is thanks to the picture that comes up when you listen to the music they 'dance' to in the sound test area on your computer. xD
